I think it's the same reason you aren't allowed to have huge avatars. Besides being ostentatious distractions from whatever conversation is occurring, the larger the image, the longer it takes for the page in the thread to load. So, if the moderators do away with pictures in signatures altogether, the forum will hopefully load faster and (if someone doubleposts or post-whores) you won't have to endure the eyesore that is seeing the same image over and over!

Okay, so some of that was opinion...heh.
