What settings did you use? I was using an anagram solver, myself, and didn't even get close.
(Incidentally, "DEAR BYE" also jumbles into "BREE DAY", which is where I was headed. That's also "BEER DAY", which I like, though I don't think it's relevant.)

My guess is because there has been so much banter as to whether this will begin on the 1st or the 12th, etc.
It was her way of making it known.
