The reason that the "I" being capitalized is being brought up is because nothing else in the entire thing is. Not even the beginning of the sentence, which, if I recall my English lessons properly, it always is.

Okay, here's what I think.
First, I think the first line of the note, "where it all started," is not a reference to a physical location (or, at least, is only incidentally a reference to a physical location). Instead, I think Tachyon is talking about where her story started; that is, where and why she first began to fight the Order. This whole time, we've been following Tachyon because she supposedly stole a lot of important OpA information, but what has that information revealed? Relatively little about OpA itself--instead, the information has been focused on Tachyon's personal story, and the personal stories of the people she associates with. I think this is just a continuation of that theme, only now, Tachyon's going to take us back to the beginning to explain why she does what she does.
Think about it for a second. We've been given (via Daniel), a set of Nancy Drew books, which Tachyon told us before were books that taught her a lot when she was a child. We've been given as clear a hint as we're going to get that the answer to the puzzle is in the books. And we've been told that the answer will take us back to "where it all started." Where is that? Tachyon's childhood...which Bree has told us was marked by events similar to Bree's recent experiences. If Tachyon is trying to recruit Bree (and we all know now what Bree knows what she wants to be when she grows up), then a logical step for her would be to share her life story with Bree and say "Look how similar we are? We should work together."
So, in conclusion, I think that the information on Bree's encoded CD has to do with Tachyon's story, and that the clues that will decode the CD will be in the Nancy Drew books. I think we need to identify the books Daniel has and match them to the clues given to us in the Nancy Drew drop several months ago. Then, I think we need to look very closely at the wording of the false haiku (yes, subtle is two syllables, and yes, I think it was a deliberate violation of the strictures of a haiku), and see where we need to go from there. I don't think we have all the clues yet that we'll need to solve to open the CD, but this is the first step. We've shown we can follow directions before...let's do it again.
edit: To comment on the capitalization of I. I don't know if this is anywhere near the mark, but let's not forget that Tachyon deliberately capitalized/decapitalized the letter I before, in her first videos while she was still undercover. If she's doing it again, that may mean something.

I don't know if this is any help, but I'm trying to get the titles of the books. The first two (although the second one is really hard to see) are #7, 'The Clue in the Diary' and I'm pretty sure the second one is #48, 'The Crooked Banister.'
I really think these have to do something with finding out the password, but I could be wrong.

I've been asked to clarify the Mary Poppins thing. For the record, I think it's a real stretch.
The image of Daniel holding the package...a brown paper package tied up with string? Who does that anymore? They don't. It seemed a bit too specific is all.
That song is from Sound of Music...staring Julie Andrews. That's kind of where I left it, just because the song was in my head.
Then my husband said, "Well, that Tachyon likes movies, right?" Julie Andrews was in Mary Poppins, which is 11 letters. And three letters? How about tea? And Mary Poppins was nanny, a babysitter...wasn't one of those videos titled something along those lines?
Adventures in Babysitting...the video where Op ransacked their motel room? Julie Andrews is British...and the ARG issues "began" back in London, remember, with Sebastian and Gemma?
Like I said, a stretch....but that's where thinking begins.

Just stopped in for a sec, but could "I Drew" be the first Nancy Drew Book (#1 Drew) -- where it all started (i.e. the Drew series)? Just a thought.

Actually, the issues didn't begin in London. They began long before that...remember, Brother was in London masquerading as Sebastian in order to infiltrate the Order, while Gemma was trying to counter-infiltrate. There's been conflict between these two groups since long before the ARG itself started. I think we need to go back to the roots as the conflict. As someone mentioned in the IRC chat this evening, maybe this is the Creation story we're getting, OpA/LG15-wise.
