There is a dashed circle and within the circle is:
* religious members
* they don't know ANYTHING
* Cassandra, Alexandra etc.
So at least at the time of Jonas dad's uprising, Cassie was nothing more than flock, but significant enough to mention along with some girl named Alexandra.

Very interesting point, Sheginah. I'm thinking The Flock may refer to girls considered for the ceremony?
If not that, girls who had some kind of value to the religion abnormal to the others. Or they were just two girls the resistance found intriguing for some reason.

In The Messanger's letter to Bree in the In Character section, his hidden message mentions the twelve. It was presupposed the twelve was a reference to the twelve elders of the Order.
This may be confirmation that The Messanger is not fan fic, but a cannon contributer. He was right about Alex.

I don't think so because the girl(s) in reference to the blood get their own circle and the watchers has an arrow pointing the the word ceremony. The White board seems to be the resistances way of trying to clarify for themselves the way the Order is organized so they can strategize. The flock is on the bottom.
