A few of us in IRC seriously believe it was so that arch and noa wouldn't spend forever there at the drop. He called after Minty emailed Tach after they'd been there for a bit. Especially because the drop wasn't there.
I'm a bit confused with all the different threads of conversation, but could the 4 minutes thing point to it being the drop with 4 clips (as opposed to 3 or 6 or 5)? That would be my vote for the bridge drop.

Whoa...the locker combo...o.k...some of the clips were forward, some backwards, yes? Just like a combination lock. There are also numbers associated with these old drops, yes? Does all this add up to a locker combination?

Sometimes a place we've been gets tagged in our memory. If we can weed through the clutter and make the right connection, perhaps it's a good idea to revisit the scene of that previous experience.
The hard part can be recalling the exact spot though... and sometimes the connection that makes it all click will just pop into your head randomly (say, at 4 minutes to the hour, perhaps). So long as you're certain, the end result of this process is often quite rewarding.
The Vid said she would be revisiting old drop sites, right? So, I'm assuming the drop could be anywhere at those sites.
I could be way off base here, but I can't help but notice the tagged part. As I have always heard, "tagged" is a expression used for graffiti. So maybe it's the alley again. Just thought I would add my two cent's.
