Notice how 10033's videos really have nothing to do with the story. It's just someone setting off some fireworks. The descriptions of videos and the tags can be changed at any time. I doubt the game-related material was attached to those videos when they were first posted.
I think the PM had those accounts before he incorporated them into the ARG, or he thought up these characters a long time ago, and was waiting for the right oppurtunity to launch the ARG. Or I suppose he could have convinced the owners of the accounts to surrender them.
In any case, the ARG definitely started out as fan fiction, independent of the creators.
