I have been catching up, and I hope I'm not too late with a suggestion for the I based on the 12 pages here that I read and the other resources available.

Analyze
Protect
Hinder

Influence (as in influencing a stranger to support you, trust you or leave you alone to do what you have to do)
or maybe
Implement (as in implementing a a standard procedure, plan or set of steps until one realizes whether or not the stranger is "safe?")
