Since it looks like Mr. Bree (I love that we're calling him that) is standing alone, and seemingly fine, I'm leaning towards the theory that he was not shot.
What I think... mostly... A gunshot is heard, and as someone pointed out earlier, it sounds like it is far away, or not close enough to the camera. In a parking garage something that is so few feet away would be much louder and echo much longer.
Bree sees her father fall, probably because he is struggling with the two people from the order.
She assumes that it was he who was shot because of this action.
Bree doubles over and screams 'no' because she thinks her father has been shot.
I think the gun shot may have actually been from below, where Gemma is (assuming it was not her in the suv... or that she had gotten out after driving past.) Brother has the whole thing set up to shoot Gemma, and we see her in an allyway. But there is no time peg as to which video came first. It seems to me that they are actually simultaneous and the gunshot we hear is brother a level down, and thus not loud enough to be in the same area.
But then again, I have a counter theory that Brother didn't shoot Gemma at all because he lacks the ability to find the "any" key.

It could be that the car was just driving up and they both looked back to make sure they wouldn't get hit..people do that a lot in parking lots. Its also unlikely that the car was going really fast..I've slammed on the brakes in a parking garage before it made the exact same noise..and I wasn't going that fast(damn oldies going slow and braking at everything..). OK, they way they began this video left me completely unprepared for the ending. When they were driving after Bree and their attitude completely changed, it was electric. Just how they spoke, Do you have any idea where we are?, No man I have no idea.
We didn't see Brees dad and Bree walking away from their parked car because Dan and Jonas lost them for a second so they'dalready gotten out and we only saw them come back.
But when that car screeched up. Wow. Amazing. That is like one of the best parts in the series. Ever. And then the running. When the gunshot went off and Bree was screaming, I was getting teary for no reason. I didn't even know who got shot. But Bree was obviously scared it was one of the good guys. Or something. But did you notice the camera? How it changed. How everything went blurry. It almost looked like the view or perspective .. of someone who'd been shot.
I think, with Bree collapsing against Dan, that was just her shock of hearing a gunshot. Or that instint to duck. Or just fear.
The freakiest part, was when whoever was holding the camera swivelled around and there was one person standing there. Were they watching them run away? Who was it? Can we know for sure it was her dad?
And if Jonas isn't scared crapless right now, then that guy has nerves of steel. Less than two weeks ago he didn't even know these people.

I don't know...but it does look like a hat...I have been up far too long and watched this video far too many times but anyone who says these peope can't act need to go jump from a very high building...
