I am nearly 90% certain that no one says "Frank is waiting" in Donnie Darko - unless it's in the Director's Cut, which I don't own. Yeah, I don't think so either. But it could be a reference to the film, I suppose. Frank is a pretty ominous creature in the film, but he also leads Donnie... he's sorta like a cross between the devil and his subconscious.
