My guess is that it refers to something that could be easily utilized in a mashup, or is open source so that people can use them for mashups. A mashup is taking seperate things and making an whole out them. The most famous mashup so far was done by DJ Danger Mouse who took the music from the Beatles' White Album, the lyrics from Jay-Z's Black Album and put them together to make the Grey Album.
