I know who is in the copter. A pilot. If there wasn't it would be on the ground instead of in the sky where it is.

Other than that we'll never know.

(But it is nice to guess. Tachyon coming back from dropping of Bree, Watchers on the prowl, Sheriff patroling the roads for speeders.)
