How can they set stuff alight?

The witches were talking about Cassie.
This doesn't make sense to set the church on fire.

I think we'll find out if its a gamejack or not when Jinger Curie shows up, I doubt the PMs would just burn the church w/out telling/asking her. But gamejackers definitely would.
