Who the fU*& is Frank?

I don't know where this guy came from and he is connect to the cassieiswatching story. If its on another please point me to it. This is the only thing thats confusing me.

Frank is the guy who makes the videos, sends the messages, and plants the clues -- under the control of Cassie. There's a thread (http://lonelygirl15.com/forum/viewtopic.php?t=1371) about his blog (http://canyouhearher.blogspot.com/)
