Well, speaking from experience running the Owen Fan Club, you should first start by drafting a charter. You can find some basic templates online at some legal sites, but you have to fill in quite a few of the details by yourself. This will make it easier in registering for proper tax status.
Next, you need to have a voting quorum before officially voting for leadership, as this is very important to establishing consistency and legal precedent. Don't worry, I'm sure you'll be elected.
I highly recommend staking claim to all requisite fanclub websites (purplemonkey.com, .net, .org, ihatepurplemonkey, etc.). Set up e-mail accounts that can be used for contact purposes, as all legal organizations on the Web require a consistent governing body.
Then have fun with it! Start working on a newsletter. I highly recommend getting an interview! We had a great one for our first issue, and some funny outtake pictures. After the first issue, we established membership dues, which help fund the 3,500 copies of newsletters that are going out as well as various Owen-related prizes, including autographed scripts, etc. There's talks with the Creators about a DVD featuring Owen's best work, but that might have to hold off until next year.
