When you scroll over the image it says "LOCKLOOSER" = LOOK CLOSER?

I think Double Bagged = Double encoded ... like we're going to have to use at more than one part of the drop to get the REAL message.

There are a few different theories but I think the "double bagged" reference could be telling us to try the numbers backwards.

Was found by converting font colors to hex and then Rot 13. Which means every letter shifts 13 places forward.

Holy. Crap.
What is the question mark, something that didn't decode correctly, or is it somehow an actual question mark like Tach didn't know what it was?
And thanks for the explanation of how it got there. All this stuff goes a tad over my head. :roll:
