Custom User Comment Filter-Outer (for comments page)

Suggestion for the fancy-shmancy website updates : custom comment filter-outer.
It would be nice if we could each create a list of users whose comments we never want to see, so when they comment, all we see is the usual header with (comment filtered) or something like that.
I saw something like this somewhere else (I forget where), and when trolls came along, you would see people counting down 3, 2, 1, ZAPPP! It was fun.
Another idea might be to set a "trim" mode where long comments are trimmed to some limit number of lines (to kill off those bunny and smiley armies).
