It's a pretty new bulletin. Haven't seen much talk about it.

yeah its been said to be fanfic by someone in parallax. it came up a few weeks ago.

THe Birth Certificates were a part of The ARG The Deacon's. Their main activity was through the comment board and youtube comments.
About a month or two ago, it ended with the reveal of the PM through a phone connection.
